The Flemish government wants to achieve its long-term climate goals through various initiatives, measures and actions. From June 30, 2025, the PV obligation, which requires solar panels, will come into effect.

What does the PV requirement entail?

Starting June 30, 2025, it will become mandatory in Flanders to install solar panels on buildings with an annual electricity output of more than 1 gigawatt hour. This rule is called the PV obligation, where PV stands for PhotoVoltaic solar panels.

There is a lower threshold for Flemish government buildings: they must install solar panels when the offtake exceeds 250 megawatt hours per year.

Who must fulfill this obligation?

ebuildings connected to a tap point with annual consumption above the aforementioned thresholds are subject to these regulations. The obligation applies to owners, leaseholders and building leaseholders of these buildings.

Thus, in Flanders, the PV obligation applies to buildings connected to an EAN offtake point with annual electricity consumption above 1 gigawatt hour (= 1000 megawatt hours).

Whether a building must meet the obligation is determined by the annual consumption known to the grid operator. Those who are not sure should contact the grid operator, usually Fluvius in Flanders.

If several buildings are connected to the same EAN sampling point, the owners, leaseholders or building leaseholders are jointly obliged to comply. In this case, the Flemish government can hold one of them liable for compliance on behalf of all of them. It is advisable in such a situation to make arrangements with the other parties involved.

How many solar panels should be installed?

The number of solar panels required depends on the size of the roof area: the larger the roof, the more solar panels need to be installed. Here the 'horizontal' roof area is considered. The procedure, deadlines and number of solar panels required depend on the year in which electricity consumption exceeds the limit.

Annual review.

An important point: even if the obligation does not apply to you now, this may change in the future with increasing electricity consumption. It is therefore important to evaluate annually whether the obligation becomes applicable to your situation. Those who do not comply with the PV obligation on time risk a fine from the Flemish government.
